From the worldDenver Covers Ten Days of Arizona’s Withheld Overnight Exchange
political · denver · arc: the-allocation · magnitude 0.62
For ten days, Denver will cover the overnight exchange Arizona withheld. The Assembly approved a municipal backstop that pays for replacement balancing power and reservoir handling, keeping the shortfall off Front Range users. Delegates said the vote did not give ground on the allocation calendar; it was time bought for Cheyenne and Albuquerque to consider a narrower timing proposal.
Clear Creek’s promised cooling blocks for small workshops will not be cut early, though the measure puts their cost plainly in the city ledger. Arizona said Denver’s action showed it could afford to negotiate. Denver’s water office said it showed Arizona was choosing not to.

From the worldCivic-Render Finalists Must Design Around Real Denver Blocks
tech · denver · magnitude 0.34
The twelve finalists for Denver’s planned-Denvers exhibition will each receive live but scrubbed transit, shade, drainage and pedestrian-use data from one actual block. Before the autumn selection, they must submit a revised street-level proposal. City staff will also identify which practical constraints each image leaves out.
That makes it harder to win with an immaculate plaza that exists only on paper. It gives the finalists a paid opportunity, too, to find out whether their visions hold up at a curb cut, on a hot afternoon, and among the people already using the sidewalk.

From the worldBusan Puts Its Storm-Repairing Eastern Harbor to Work

tech · global · magnitude 0.71
Busan’s rebuilt eastern harbor entered regular service on Saturday, opening the first freight basin built to rearrange its cranes, breakwaters and loading lanes around forecast storm damage. Port operators said it had passed two live typhoon simulations, with human pilots still in control of vessel movements.
Supporters expect the harbor to reduce the weeks of disruption that once followed severe Pacific weather. Yokohama and Kaohsiung, competing ports, have requested access to the berth-repair designs. Maritime unions said they would be watching to see if the promised pilot positions are still staffed after the first full season.

At 11:46, the north studio held its heat under the skylights. Hollis stood at the long worktable with her overshirt off, the gray force-assist sleeve exposed from wrist to upper arm. Her right hand hovered over Riverfront’s crew panel while the noon assignment pulsed amber: LIFT SEQUENCE / CONFIRM AVAILABILITY. Ondine came in for a roll of taped negatives from the flat file and stopped when the panel changed.
Hollis typed with her left thumb. SIX-WEEK MEDICAL RESTRICTION. NO OVERHEAD LOAD OR LIFT SEQUENCE. AVAILABLE FOR GROUND DESIGN REVIEW ONLY. She read it once, jaw working, then pressed SEND. The amber assignment vanished and a receipt took its place. Ondine had read every word before she could look away.
Hollis pulled the overshirt back over the sleeve. “You saw it because you were standing there,” she said. “Not because it belongs in your record.” Ondine’s camera case hung shut against her hip. She took the negatives from the drawer without opening it. “It doesn’t,” she said. Hollis gave a short laugh that had no amusement in it, then turned the panel facedown against the table.
